はじめまして。ocra + tcl/tkですが、以下のコマンドでいけるそうです。
ocra rubyfile.rb --windows C:\Ruby192\lib\tcltk\ --no-autoload --add-all-core
(--add-all-core is optional, don't include it if the exe works without it)
